History of Financial Risk Solutions

G.G. Jackson started the Jackson Insurance Agency in downtown Oklahoma City in 1923. After 26 years in business, a young man named Claude Barton joined the company in 1949. Mr. Barton was a highly decorated World War II Navy pilot that had returned from the war, got a job with an insurance company but was now ready to get into his own business. The name was changed to Jackson & Barton Insurance Agency and maintained offices in the Mercantile Building until 1973 when urban renewal tore the building down. In 2003,  Cole Richardson became the prinicple of Jackson Barton Agency and designed and built our state of the art office building at 9658 North May in Oklahoma City. Though many things have changed with the times, like the addition of state-of-the-art office systems and a highly trained staff, there are some things that never change. Cole is a founding partner of FRS.

Donald Dickey began his agency in 1954 to serve the people of Oklahoma City and Tulsa with personal insurance coverage along with personal service. Mr. Dickey served the state of Oklahoma as Insurance Commisssioner in the 1950’s. Brian Dickey is now the principle and a founding partner of FRS and brings an uncommon attention to detail has he serves his clients.

Petray Winters Agency – Tulsa was founded in 1957 by the late John C. Petray, a decorated Master Sergeant in the U.S. Army during World War II. After the war, John obtained his accounting degree and went to work for Gulf Oil Company. Wanting to put his expertise with numbers to use on a more personal level with the public, he studied and received his insurance license, and opened John C. Petray Insurance Agency. A longstanding member and deacon at University Baptist Church in Tulsa, John was a man of extremely high morals and ethics. His eminent success in the insurance industry was based on these standards, as well as his faith in Jesus Christ. John’s legacy is continued through his children, who now own and operate Petray Winters Agency. Thanks dad for never compromising. John’s son, Clel, developed his interest in insurance in the 1970’s while working in his dad’s office during his high school years. Now in his 40’s, he has been a licensed insurance professional for more than 30 years, and has insurance expertise rarely found in someone his age.John’s daughter, Teresa, has been with the agency for more than 20 years. A graduate of The University of Tulsa, she adds even more professionalism to the mix, as well as a fresh female perspective.Clel’s wife, Liz, anchors the administrative and back office duties with many years of office experience, and advanced computer knowledge.
